Born in Ohio. Mayor of Cleveland; member of Ohio state legislature; U.S. Representative from Ohio, 1859-63. Elected Congressman in 1858. Served in Congress until 1863 when he organized 2 regiments of Calvery, 2nd and 6th Ohio Volunteers, in the Civil War.
